What does advocacy mean to our members?

AGCVA is the "voice" of the construction industry in the public space and among legislators and regulators. AGCVA continues to build and develop strong relationships with legislators and regulators across the state, as a trusted resource and authority. We are working hard on your behalf to educate and inform policy making decisions.

We encourage you to be involved with our advocacy efforts. Our team is working tirelessly on your behalf, but you have tremendous power as a constituent.


Where Do I Start?

We’ve compiled a set of grassroots resources to help connect you directly with your legislators, get registered to vote, and participate in the democratic process. 

To ensure Virginia remains the best place to live, work, and do business, AGCVA has launched Foundation for the Future — a yearlong initiative to define a bold vision for the Commonwealth’s construction industry, and make Virginia the best place to build. 

This framework will outline the policies, regulations, and conditions necessary to support a strong, competitive construction industry and workers. It will serve as a guide for the next governor, members of the General Assembly, and other key stakeholders, articulating the industry’s priorities for Virginia’s economic and political future. 

The Virginia Construction Advocacy Fund (VCAF) is AGCVA’s dedicated resource for advancing high-impact advocacy efforts that protect and strengthen Virginia’s commercial construction industry. By pooling voluntary contributions from members, VCAF enables AGCVA to engage in targeted campaigns, research, outreach, and coalition work on issues that directly affect contractors’ ability to operate, compete, and grow. The fund ensures our industry has a strong, coordinated voice when policies threaten fair competition, workforce opportunity, or the cost of doing business. Below are two current initiatives supported through VCAF.

Where do VCAF funds go?

The AGCVA PAC, established in 1973, is a non-partisan resource to support the association’s advocacy goals. Over the years, AGCVA has built strong relationships with members of the General Assembly and Governor’s administration. With so many new faces after each election cycle, it is imperative to have a strong PAC to strengthen existing relationships and build new ones. A strong PAC is only one tool in AGCVA's advocacy toolbox, though it is a very important one.

Virginians for Fair Contracting & Employee Protection is a 501c(4) organization comprised of taxpayers, business leaders, and workers united in the belief that government-mandated Project Labor Agreements (“PLAs”) in Virginia undermine fair competition and inflate costs to the public. Its mission is to advocate for open, competitive bidding processes that serve the best interests of all Virginians. Virginians for Fairness stands for transparency, accountability, and equal opportunity on public construction projects.

By opposing government-mandated PLAs, the coalition aims to ensure that public works are completed efficiently and economically, without sacrificing quality or safety. Together, members are committed to fostering a construction environment that is free from restrictive mandates and is beneficial to all Virginians.

Keep Virginia Working is an initiative supported by a broad coalition of businesses, organizations, and economic leaders united to protect Virginia’s Right-to-Work statute and the employee freedom it provides. 

For more than 70 years, Virginia’s Right-to-Work statute has supported growth and opportunity. Right-to-work ensures that every worker has the freedom to choose whether joining a union is right for them, while giving businesses the certainty they need to invest, expand, and create jobs.
